How to get access to ELI Reports
You need to request an Education Sector Logon to gain access to ELI Reports.
What is an Education Sector Logon?
An Education Sector Logon is a special Education Sector Logon (ESL) which will give you access to certain Ministry systems, such as ELI Reports.
With the help of Education Sector Logons, we can control who has access to certain systems such as ELI Reports and keep our systems and the collected information secure.
Having an Education Sector Logon means your identity has been verified, and you have an Education Sector Logon with a username and password that you can use to access ELI Reports.
Decide who will need an Education Sector Logon
Decide who in your early learning service needs an Education Sector Logon to access ELI Web. This will probably be an administrator and your service provider contact person.
If you are unsure who your service provider contact person is, reach out to us. We can check or update your service provider contact person or find out if an email address is already being used.

How to become the ESL Authoriser or Delegated Authoriser: FORM A (ESL20)
Next, you choose who your ESL Authoriser or Delegated Authoriser will be. This is usually the same person as the service provider contact.
If you will not be the ESL Authoriser or Delegated Authoriser, you can skip this step and go to step 3.
The ESL Authoriser or Delegated Authoriser will use ESL to:
- view and maintain the Education Sector Logons for your service and
- manage access to Education Sector applications such as ELI Web.

IMPORTANT:
If you are the service provider contact and will also be the ESL Authoriser, you need to complete Form A to create an Education Sector Authoriser account.
If you are the service provider contact, you can also delegate your authoriser responsibilities to another user. They need to complete Form A and have it signed by you to become the Delegated Authoriser.
Each user must have a separate email address in the Education Sector Logon (ESL) system.
Completing the form

Part 3 | The same person that completed Part 2 must complete Part 3 |
Part 4 | If the Delegated Authoriser completed Parts 2 and 3, then your Service Provider Contact must complete Part 4. If the Service Provider Contact completed Parts 2 and 3, leave Part 4 blank. |
Part 5 | The person who completed Parts 2 and 3 should provide a complete list of service/license numbers (service IDs) for the early learning services that the Education Sector ECE user requires access to. |
How to Request an Education Sector Logon: FORM B (ESL 21)
You can have as many users with an Education Sector Logon and access to ELI Web as you need.
However, each user must complete Form B and provide a unique email address to request access.
Completing the form

Return the completed forms
After you've filled out the appropriate form(s), send the form(s) to the contact details listed at the bottom of each form.
Then we will provide you with the details you need to log into your account.
If you have forgotten your logon and/or password, you can call us, and we will send you your account details.
If your password has expired, you can call us to have your password reset.
