If you choose ELI Web to submit your information to us, you will also need:  

  • an Education Sector Logon to access ELI Web and ELI Reports
  • access to ELI Reports
  • access to the RS7 Return Submission rights if necessary.

What is an Education Sector Logon?

An Education Sector Logon is a special Education Sector Logon (ESL) which will give you access to certain Ministry systems, such as ELI Web and ELI Reports.  

 

With the help of Education Sector Logons, we can control who has access to certain systems such as ELI Web and keep our systems and the collected information secure. 

Having an Education Sector Logon means your identity has been verified, and you have a username and password that you can use to access ELI Web and ELI Reports.

Decide who will need an Education Sector Logon

Decide who in your early learning service needs an Education Sector Logon to access ELI Web. This will probably be an administrator and your service provider contact person. 

If you are unsure who your service provider contact person is, reach out to us. We can check or update your service provider contact person or find out if an email address is already being used.

How to become the ESL Authoriser or Delegated Authoriser: FORM A (ESL20)

Next, choose who your ESL Authoriser or Delegated Authoriser will be. This is usually the same person as the service provider contact.  

If you will not be the ESL Authoriser or Delegated Authoriser, you can skip this step and go to step 3. 

The ESL Authoriser or Delegated Authoriser will use ESL to: 

  • view and maintain the Education Sector Logons for your service and 
  • manage access to Education Sector applications such as ELI Web.

IMPORTANT: 

  • If you are the service provider contact and will also be the ESL Authoriser, you need to complete Form A to create an Education Sector Authoriser account. 
  • If you are the service provider contact, you can also delegate your authoriser responsibilities to another user. They need to complete Form A and have it signed by you to become the Delegated Authoriser. 
  • Each user must have a separate email address in the Education Sector Logon (ESL) System.

Part 5The person who completed Parts 2 and 3 should provide a complete list of service/licence numbers (service IDs) for the early learning services that the Education Sector ECE user requires access to.

How to Request an Education Sector Logon: FORM B (ESL 21)

You can have as many users with an Education Sector Logon and access to ELI Web as you need.  

However, each user must complete Form B and provide a unique email address to request access.

Return the completed forms

  • After you've filled out the appropriate form(s), send the form(s) to the contact details listed at the bottom of each form. 
  • Then we will provide you with the details you need to log into your account. 
  • If you have forgotten your logon and/or password, you can call us, and we will send you your account details. 
  • If your password has expired, you can call us to have your password reset.

    Note: The Education Sector Logon holder must not share their Education Sector username or password or let another person use their Education Sector Logon. 

ELI Applications and Roles

Role NameDescription
ELI Web

Allows a user to access ELI Web to create and enter ELI data in ELI Web.  This includes child enrolments, attendances and staff information.  These users can also complete the ECE Return and RS7 Return.  

This user will also be given access to the National Student Index (NSI). This allows the user to create and / or assign a national student number (NSN) to each child enrolled at their service.  

For an early learning service, this is likely to be the administrator or service provider contact person.  

ELI ReportsAllows an early learning service user to access ELI Reports to view, download or print copies of ELI data previously submitted to the Ministry of Education about their children and their service(s).  
RS7 Return SubmitterThe RS7 Return Submitter(s) has the final oversight of the service's electronic RS7 Return (funding claim) and sends it to the Ministry.  
For an early learning service, this is likely to be the funding contact, or the service provider contact person.
